The Sino-British talks went nowhere following a messier post Mao period, both sides rejected each other’s plans as tensions mounted. But then a radical idea was put forth:

See most of the people who wanted reunification were in the northern New Territories, why not split that off and make it into a SAR, while the rest continued under British rule?

The British accepted this idea and to their surprise, so did their Chinese. In their eyes this region, know as North Hong Kong would become a model SAR to show to the world that one country two systems could work. As for borders…well to avoid the issue of people crossing two borders, they would make a border between North HK and the rest of the city, but allow for free access between Shenzhen and North HK, with residents of both Hong Kongs having easier access between the two.

Reactions were mixed but it became clear that a compromise would secure Hong Kong’s future, though there was still a migration wave…just between the two. Many pro democracy supporters moved down south while more patriotic voters moved north. And when 1997 came, the borders went into effect as the red bauhinia was raised in Yuen Long.

Since the handover, the flagship pro Beijing party the HKPA has struggled to win in Hong Kong, though it has remained the dominant party in north Hong Kong. The best it got was second place, while the progressive parties have risen as an alternative to the liberals.

Elections in north Hong Kong have never been fair with the electoral constituency system as well as pr democracy parties sidelined similar to OTL Macau. While working in close tandem with the liberal and progressive parties of Hong Kong, the north Hong Kong pro democracy camp are more socially and economically liberal. Moreover, with China’s economic success it hopes to show that north Hong Kong is a viable alternative and that one country two systems can work. But with semi regular protests as well as most people choosing to vote against the pro-Beijing parties in Hong Kong, Beijing has a lot to do yet..
